What is PAS 2035?

PAS 2035:2023 is a comprehensive set of guidelines aimed at improving the energy efficiency of homes across the UK.

Developed to ensure that retrofit measures such as insulation, heating systems, and window upgrades are implemented correctly and safely, PAS 2035:2023 is essential for enhancing the quality and performance of social housing

Background and Development

PAS 2035 was born out of the 2015 Each Home Counts review, commissioned by the government to address the high rate of failures in domestic retrofit projects. The review identified the need for a standardised approach to retrofitting, which led to the development of PAS 2035 to ensure future projects are successful and sustainable. 


Scope and Standards

PAS 2035:2023 outlines the scope, process, requirements, standards, and claims of compliance for retrofitting social housing. This ensures that all retrofit projects are consistent and adhere to a high standard of quality and safety. 


Transition from PAS 2035:2019

The 2023 version supersedes PAS 2035:2019, which remains valid until the end of March 2025. This allows a transitional period for stakeholders to adapt to the new guidelines.

01  Retrofit Coordination

Our Retrofit Coordinators manage retrofit housing projects for our clients, ensuring PAS 2035 compliant energy efficiency and sustainability measures.


They work closely with our Retrofit Assessors, our in-house retrofit designers, and our clients, to lead retrofit projects from inception to completion.

02  Retrofit Assessment

We have a team of experienced, Trustmark accredited and qualified Retrofit Assessors, who undertake pre- and post-retrofit assessments, supported and managed by our in-house Retrofit Coordinators.


Our Retrofit Assessors produce comprehensive retrofit assessment reports tailored to the archetype and specific project requirements, so that we create the highest quality Retrofit Designs, which meet the needs of our clients and their residents.

03  Retrofit Design

Our in-house Retrofit Designers apply the principles of both fabric first and whole house retrofit, depending on the requirements of each client and project.


An integral part of every project, our design team models a range of potential improvements for the project, achieving optimal energy efficiency, indoor air quality and thermal comfort, to support increased energy efficiency and reduction in fuel poverty.
